
Section 8 Housing Assistance
Through the Section 8 Rental Voucher Program, HRDC issues a voucher to an income-qualified household, which then finds a unit to rent. If the unit meets the Section 8 quality standards, the program then pays the landlord the amount equal to the difference between 30 percent of the tenant's adjusted income (or 10 percent of the gross income or the portion of welfare assistance designated for housing) and the payment standard for the area. The rent must be reasonable compared with similar unassisted units.

Families Self-Sufficiency
Family self-sufficiency (FSS) is a HUD program that encourages communities to develop local strategies to help voucher families obtain employment that will lead to economic independence and self-sufficiency. HRDC works with welfare agencies, schools, businesses, and other local partners to develop a comprehensive program that gives participating FSS family members the skills and experience to enable them to obtain employment that pays a living wage.

Manufactured Housing Rennovation Program
HRDC works with individuals who own pre-1976 manufactured homes and the land their home resides on, to provide assistance for replacement housing of unsafe, energy consumptive homes. The program is designed to keep affordable, safe, and energy efficient housing while increasing asset development for low to moderate income households.
